Is bioenergy competitive on fossil market?

If you do it right, it is. Absolutely.

Biomass or biowaste contains valuable carbon and hydrogen, produced at costs far lower than the price of fossil-based chemicals or fuels. By applying decentralized or end-of-pipeline solutions, and splitting biomass into its most valuable components: char and syngas, biomass value chains of torrefaction-gasification can seriously compete with fossil alternatives.
